What Are the International Standards Applied in Data Center Construction?

As demand for data centers continues to grow worldwide, high efficiency and a long operational lifespan have become critically important. At every stage, from design and construction through to operation, a set of standards governs security, performance, and energy efficiency. Standards set by international organizations and industry bodies ensure that data centers operate with minimum risk and at maximum capacity. So what are the international standards applied in data center construction?

International Data Center Infrastructure Codes and Standards
Although national and local codes and standards apply to data center construction, increasingly large and globalized data centers must also follow international standards. International data center standards and infrastructure codes establish a common language across facilities and a shared understanding of redundancy levels. They help ensure that data centers remain secure, sustainable, and competitive in the global market.

Uptime Institute Tier Standards
The Tier Standards established by the Uptime Institute assess data centers during the design, construction, and commissioning phases against four levels of redundancy and reliability. The Uptime Institute is recognized as the first organization in the world to assess and compare data center reliability. As a non-profit organization, it examines data centers and certifies them against a range of standards.



TIER 1
Tier 1 certification is suitable for data centers with a single power source and is typically chosen by smaller facilities that do not require extensive data storage. In data centers built to this standard, distribution runs through a single path, so the entire system must be shut down in the event of a failure. Although these facilities may have generators for extended power outages, they have no redundancy for system components.

TIER 2
As in Tier 1, data is distributed through a single path in a Tier 2 system. However, when data center components are out of service, the system can continue to operate partially thanks to redundant power and cooling components. Tier 2 certification is typically chosen by organizations that do not operate at high intensity or would not incur significant financial losses during downtime.

TIER 3
With an annual uptime of 99.982%, Tier 3 data centers demonstrate a company’s reliability and competence. In this system, data centers have multiple distribution paths and redundant systems. They include almost all protection systems, except for certain advanced protection methods found in Tier 4 systems.

TIER 4
Tier 4, the highest and most comprehensive certification awarded by the Uptime Institute, offers companies the maximum level of uptime and protection. In a Tier 4 system, every component is fault-tolerant, meaning there is a backup for each part. Thanks to their redundant systems, these data centers can continue to operate even during power outages. Tier 4 data centers have an annual uptime of 99.995%.

International Organization for Standardization (ISO) Certifications
Several ISO standards can be referenced for the operational processes and maintenance of data centers. A range of data center procedures, including equipment lifecycle planning and financial management, falls within the scope of ISO. Some of these operational standards are outlined below:

ISO 14000 Series
The International Standards for Environmental Management provide companies with a range of tools for developing a strategic approach to environmental issues. The best-known and most widely used standard in the ISO 14000 series is ISO 14001. Organizations use the ISO 14000 series to minimize the environmental impact of their activities. These standards are developed by a non-governmental organization, and their use is entirely voluntary. By obtaining ISO 14000 certification, companies demonstrate their commitment to environmental responsibility. Certification also helps them comply more easily with environmental regulations in the countries where they operate.

ISO 50001
The ISO 50001 standard is designed to improve energy efficiency, optimize energy consumption, and ensure the proper use of resources across an entire facility. Built on the principle of continuous improvement, it helps organizations reduce energy costs, lower their carbon footprint, and decrease their dependence on imported energy.

ISO 14040
ISO 14040 focuses on life cycle assessment (LCA) and addresses the environmental impact of the materials used in data center construction. It covers the entire life cycle, from the processing and use of materials to their disposal at the end of their service life. In addition to promoting the efficient and effective use of resources, it can also help reduce recycling costs.

ISO 9001
Data centers adopt the ISO 9001 Quality Management System standard to meet industry-specific needs and ensure customer satisfaction. It strengthens proactive decision-making within data centers and accelerates business development and workflow processes.

ISO 45001
In data center construction, it is essential to protect not only the security of the facility itself but also the physical and mental health and safety of employees. The Occupational Health and Safety Management System defined by ISO 45001 provides employees with a safe, sustainable, and healthy working environment. It helps prevent potential workforce losses while protecting the company’s corporate image.

European Data Center Standards
The European Data Center Standards, developed by the European Committee for Electrotechnical Standardization (CENELEC), which brings together 34 European countries, aim to bring data centers to a common standard in terms of form, size, and the engineering technologies used. The EN 50600 standard is used to analyze the infrastructure of all data centers, whether large or small. It defines and applies requirements for data center construction, air conditioning, power supply, cabling, security systems, and the other elements necessary for data center operation.
